Does the meal plan 1/2 board include dinner at both restaurants? is the dinner buffet or ordered off the a menu? Can you purchase the mean plan for a portion of the stay at the hotel to allow some visits to the local restaurants? Is there a local store near the resort to purchase drinks and snacks?

I can only answer that no - there is no local store to purchase any drinks and snacks at. Maybe if you go to the main island but Le Taha'a is on a motu by itself.

The meal plan only includes dinner at the one restaurant, Vanille. Ohiri is more upscale and more of a specialty restaurant, so there is a supplement added on to eat there. Of course, this may have changed since I went there in 2004, so please correct me if I'm mistaken :) The dinner I had was from the menu and the only night we had a buffet was on the night of the Polynesian show.
As far as booking a meal plan only half the time, you really only have 1 restaurant to choose from outside of the resort. Personally, I'd either forgo the meal plan entirely or get it for the whole time. I personally do not like meal plans because I'm way too picky.

We don't use meal plans. We often are not all that hungry and don't want a full dinner. We've frquently dined on an appetizer or two and dessert. Would have been a waste to have paid in advance for an entire dinner. As I recall, Tahaa's dinner menu had some excellent offerings.

There is a small store on the mainland when you get out of the shuttle across the street. Very basic stuff. As far as meal plan, at Tahaa its up in the air. Only two choices for food the main restaurant and the beach restaurant. And the high end restaurant which is kind of a long drawn out dinner. About 3 hours total alla French. Not that bad but when we ate there people where falling asleep because of the slow pace. The food cost at Le Tahaa is very expensive. Figure $200 per day easily. If the meal plan comes out cheaper I would do it.
