Why can't you snorkel or dive? Hotel Kia Ora has a dive shop and you can do some snorkeling right off the beach of the resort. We rented bikes and rode to Avatoru and found good snorkeling right along the road on the way. You can do a drift snorkel thru Tiputa pass if you're there when the tide is flowing the right way and it's not too windy or stormy. Swimming off the beach is like being in a huge swimming pool. Fantastic water. There's a glass bottom boat that will take you out to the pass area too. Lots to do if you want to.

The Blue Lagoon excursion which includes a picnic lunch, shark feeding, and snorkeling would be a doable option.

Would the resort let us in and use their beach withour being a guest? Where could we rent bicycles? Cost?

Are you saying that you don't know how to snorkel or dive, or that you are afraid of either/both? If you are willing to stand in water but are afraid to swim, you can "snorkel" just by putting your head down so your mask contacts the water. I have seen many people do this.
Diving is more involved, but if you are not afraid of it, it can be a great thing to do. You don't have to be certified to try it, and in the French system, your resort dive should have a dive master literally holding your hand the entire time. (Ask first to make sure.)

You have to realize you are on an atoll. The snorkeling right off the beach along the lagoon road anywhere is going to be good. We did this while riding bikes, but the walk to anywhere is not far. We just stopped along the way where we could see coral heads and got in the lagoon.
Re: bikes - don't know if the resort would rent bikes to you. Maybe someone else here will know. If there's another place to rent cars, they would probably have bikes to rent also. I googled "bike rentals" on Rangiroa and the Novotel Resort came up as another place that rents bikes.
Where are you staying?

I can snorkel but wanted to know if there was anything else to do there that was not water based.

Not much to do on any of the atolls that doesn't involve being in or on the water. Besides what has been mentioned, you may be able to arrange a trip to a pearl farm. There is also a trip to Tiputa pass to watch dolphins. Otherwise, it's mostly sit on a beach or get in the water.
