Welcome to the forum! The Papeete Heiva schedule usually isn't available until the end of May or beginning of June, and then someone will post a link here for more information. The only way I know to get tickets is to purchase them at the event window at Place Toata, the arena where the dance competitions are held. Poehere may be able to give you more info if she sees this post.

Here is the email contact info I had for last year's schedule; email them and request info for this year and they will send it to you when it becomes avalable:

Loc: FP 		Ia Orana Gary, we have a new minister of culture since all of yesterday, with the Heiva Nui comité falling under his responsability, there will prob be changes coming up (like the official websites etc) no possibility yet to obtain tickets
