I've never been there, but we went to a special New Year's at the Te Tiare in Huahine. It was fabulous.
Don't think of it as just food, but a night of memories.

I don't have any Tikihau info to contribute. But we did stay in Manihi for New Years about 4 years ago. It was pretty windy out there. And thus the weather was constantly changing every 30-minutes. Good snorkeling right under our bungalows. But scaling up the OWB deck ladder does get a bit tricky with the waves kicking you around while you're standing on the rock/coral. I'm guessing the easy fix is to use diving socks. The location is out in the sticks. We would occasionally bump into other resort guest. But otherwise, it felt like we had the resort all to ourselves. Very small, very quiet, very intimate.
As for the the New Years festivities. Ours included a sunset cocktail buffet. A dinner buffet which also included a makeshift dance show put on by the locals. Then there was a champagne tower at the bar/lobby/night club to toast in the New Year.

The general consensus is that the better resort snorkeling is at Manihi, Tikehau is a trip so it kind of depends on your kids. Neither atoll is a particularly happening place but if you lived on Kauai your kids should be fine. And yes, it will be windy. But that wind blows any storms through quite quickly. You could get rain at any point, but this is not a rainforest enviornment like Hawaii where you can schedule it with a watch. It happens when it happens. I will warn you that the only TV channel in English is CNN, so if none of you speak French you may want to pack a laptop for movies.
The Pearl resorts have been good in the past about combining resort stays to get the deals. As long as your total nights add up to the requirement, they generally don't care. They've even let others divide the time completely.
