Hi Kerrid you can officially get married now in FP in certain communities (BB and Moorea, Tahiti for sure) as a new law was voted last year to that effect. You need to deposit the required docs at the commune (la mairie = town hall) of your choice (like Vaitape in BB or Afareatu in Moorea)at least 1 month and 10 days prior to the actual wedding date. It is an official civil ceremony and thus recognised as such. Up to you if you want to throw in a traditional Tahitian wedding to complement the total.
It doesn't have anything to do with red tape but rather on the communication level that you may encounter some difficulties... Last month a swiss couple got officially married by the BB mayor, the first foreign couple (non-french) civil ceremony on BB. Depending on where you planning on staying the concierges at certain resorts will be able to help you with document preparations etc.

BTW if you're planning on doing such a wedding it is strongly advised to use a TA as well
